Strengthening Partnerships and Grant Administration Between NNF and Regional Conservancy Associations

Namibia Nature Foundation continues to advance its commitment to community-led development through strengthened partnerships with regional associations across Namibia. A recent engagement brought together representatives from the Southern Kunene Conservancy Association (SKCA) on the 16th April and Erongo on the 17th April,  as well as the Kavango East and West Regional Conservancies and Community Forest Association on the 21st April, to reflect on progress, review financial performance, and chart a more sustainable path forward for grant administration.

The meeting served as a strategic platform for dialogue, focusing on enhancing collaboration between NNF and regional associations that play a critical role in implementing environmental and community-based initiatives. Participants revisited the existing partnership framework, identifying both successes and areas requiring improvement to ensure more effective programme delivery at the local level.

A key component of the discussions was the presentation of financial reports from the previous financial year. NNF provided updates on expenditure, highlighting how grant funding has been utilised to support conservation activities, community development, and institutional strengthening. This process not only reinforced transparency and accountability but also created space for shared learning on financial management practices.

Central to the dialogue was the need to evolve the current partnership model. Initially, NNF has provided close, hands-on support to regional associations, often described as a “handholding” approach, to ensure compliance and build capacity on grant administration. However, as these associations continue to mature, stakeholders collectively agreed on the importance of transitioning toward a more decentralised model.

Under this strengthened approach, NNF aims to move toward directly disbursing funds into the accounts of regional associations. This shift is designed to empower associations with greater financial autonomy, enabling them to manage their own resources more effectively while maintaining strong accountability mechanisms. The transition reflects growing confidence in the associations’ governance and financial management systems, as well as a shared vision for locally driven development.

Participants emphasised that this evolution must be accompanied by continued capacity building, particularly in financial management, reporting, and compliance with donor requirements. Strengthening these systems will be essential to ensure that associations can responsibly manage funds and deliver impactful outcomes for their communities.

The meeting concluded with a renewed commitment from all parties to foster trust, transparency, and mutual accountability. By strengthening partnerships and redefining grant administration approaches, NNF and regional associations are laying the groundwork for more resilient, community-led institutions capable of driving sustainable development across Namibia.
